"Apparently", somebody didn't care.

Always been their grading policy. It's right on the back of the label. Something like (and I'm paraphrasing, "At our discretion, we can opt to place a book with minor color touch in a blue label slab").

This was CAREFULLY discussed and mulled over by JP, Heritage, JP's hired hands at the time, the Hughes', and other CGC officials before they opened their doors at their final pre-opening company meeting.

CGC wanted to get the big guns of the hobby to accept their presence and submit their big books that were the stuff of legends for years in the hobby. Guys like the Dentist, who had God knows how many Mile highs.

The CGC founding fathers knew very well that John Snyder had COLOR TOUCHED many of the key Church books, or had the corner-"wings" tacked down. What to do with these books? Purple label them? Heck no! If CGC would start upon a path of DE-valuing the hobby's iconic books by putting them in purple labels, WHO would submit them KNOWING that Snyder's Mintifying color touch were there?

CGC adopted their, "we can put a color-touched book in a blue label slab if we want" stance. Just another mechanism amongst many OTHER mechanisms to ensure a generous, perpetual tilt of the playing field in favor of their A-list clients.
