Who own or operate CGC and/or Heritage? I seem to recall mention of one. Does anyone know?

I haven't heard of anyone.
Both the companies you mention are not the parent companies though.
CGC is owned by Certified Collectibles Group
Heritage Comics is owned by Heritage Auction Galleries
Now, one or both of these companies could be owned by a much larger company as well.

Ok, I seemed to recall hearing about some kind of coin scam several years back. Maybe it was another grading group?

I would think, although I could be wrong, that any company which handles such items would be required to be bonded (if that is the correct term?) and I doubt that a convicted felon would be able to obtain such a thing.

Maybe you are thinking of Jim Halperin. He is not a convicted felon, as far as I know, but has been involved in some shady dealings throughout the years.

Maybe you are thinking of Jim Halperin. He is not a convicted felon, as far as I know, but has been involved in some shady dealings throughout the years.

Yup, it's Halperin. Never actually convicted, iirc, because he made deals to pay restitution in exchange for dropping the charges.
