here is a video link to some blabbibng about Cap#40 ....
while making this video I show what may be a missing page ? it actually looks like a "flap" as it perfectly cut and the story seems to read OK (or I am a moron perhaps) ...any of you Golden age guys that have a copy please sit thru it and see my question and confirm if I am missing page or not THANKS !!!

I don't have this book but in almost all circumstances I believe you are missing a page. Think of it this way:
What would be easier to mass produce:
the book as you have it
or a book without the one trimmed page

GCD indicates http://www.comics.org/details.lasso?id=3720 that this isuue has 60 pages. Now, the story content totals 54 pages, including the text filler, (please, check the math). Add the covers (4 pages) gives a total of 58.
Two short. If the book:
a. Has a total of 60 pages, including the covers and
b. Has two pages of house or other advertisements (letters page?) then I would venture there is nothing missing.
As an aside, some clown in Australia delighted in excising the House ads from Silver Age Marvels, specifically those that featured "miniatures" of forthcoming covers. I'd love to get my hands on the idiot, but a heads up if you ever buy books from this neck of the woods. I am not saying tons, or even a majority, but I have seen a lot of these books.

Thanks , glad to here this happens in comics ,,,, duh , I figured out even the cover says "60 pages" and that IS thankfully the page count of mine , I thought the flap was too clean and even to be a cutout...
